PRESS RELEASE

The “Festival of India in Kuwait” is being organized from November 8-14, 2009, under the ambit of the India-Kuwait Cultural Exchange Programme 2009-2011 that was signed in April 2009 during the visit to Kuwait by Hon’ble M. Hamid Ansari, Vice President of India. The Festival is being co-hosted by the Ministry of Culture, Government of India, and the National Council for Culture, Arts and Letters (NCCAL), State of Kuwait.

The Festival would provide glimpses of performing arts and visual arts from various parts of India and give a taste of India’s rich and diverse cultural heritage. Several world famous Indian musicians and dancers would be participating in the Festival, which would also include displays brought from India of contemporary art, folk art, textiles, photographs, calligraphy, dolls, as well as puppet shows, besides henna art application and Kathakali greeters.

The Festival will be held across multiple venues in Kuwait, such as the Kaifan Auditorium, the Grand Mosque, Al-Sadu House, Al-Fanoon Hall, Al-Edwani Hall, Discovery Centre, and the Avenues Mall.

The performing arts events include a flute recital by Pandit Hari Prasad Chaurasia, santoor recitals by Pandit Shiv Kumar Sharma, flute recitals by Dr. Rajendra Prasanna, tabla recitals by Rimpa Siva, Odissi dances by Ranjana Gauhar and her troupe, besides performances by exponents of a wide variety of other Indian classical and folk dance styles. Seven dance troupes would be coming to Kuwait and the dance styles on display would include, Manipuri Raas and Phung Cholam from Manipur, Oppanna bridal dance from Kerala, festive warrior dances from Nagaland, Dandia Raas and Garba from Gujarat, Chhau from Bengal, Gidda and Bhangra from Punjab, as well as Odissi from Orissa.

Visual arts on display include an Exhibition of Arabic Calligraphy and an Exhibition of Indian Muslim Religious Posters and Calendar Art brought from the famous Salar Jung Museum in Hyderabad, an Exhibition of Indian Woven Textiles including Benaras and Kanjeevaram silk saris and traditional shawls from Kutch, an Exhibition of Traditional Indian Dolls, an Exhibition of Photographs of Mumbai through the Ages, and an Exhibition of Contemporary Indian Art. In addition, Traditional and Shadow Puppet shows would be held, besides demonstration of the weaving of Indian textiles, of Madhubani Folk Art, and of the Traditional Art of Henna Application. Kathakali greeters from Kerala would welcome visitors at many events.

H.E. Mr. Ajai Malhotra, Ambassador of India to Kuwait, stated that “Such a Festival of India is being arranged for the very first time in Kuwait. About 130 artistes and artisans would be coming to Kuwait from different parts of India to participate in the Festival. Many of them are the foremost exponents in the world of their particular art form. Moreover, several of the dance styles that would be on display have never before been seen in Kuwait.”

He conveyed that “The inaugural function of the Festival would be held on the evening of November 8 at the Kaifan Auditorium, Kaifan, under the patronage of His Excellency Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah, Minister of Oil and Minister of Information, State of Kuwait.” Ambassador Malhotra also expressed his deep gratitude to H.E. Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah, Minister of Oil and Minister of Information, as well as to H.E. Mr. Bader Sayed Abdulwahab Al-Rifai, NCCAL Secretary General and his staff for “their full support and cooperation in the organization of the Festival”.

Ambassador Malhotra noted that all the exhibitions will be open to the public and have free entrance. Moreover, the folk dance troupes would also perform for the public at the Avenues Mall, where entrance is free. However, functions at the Kaifan Auditorium – the inaugural on November 8, its repeat on November 9, as well as the music and dance evenings on November 11 and 12 and a special event on November 14 - would be by invitation.

Ambassador Ajai Malhotra added: “It is hoped that our Kuwaiti friends and others will enjoy the events that have been planned and that the Festival would further enrich and boost the close partnership and the strong traditional bonds of friendship that so happily unite our two countries and peoples.”

Kuwait state portal launches e-payment phone service

Minister of Communication and Minister of State for National Assembly Affairs Mohammed Al-Busairi said here Sunday the e-payment service for telephone bills had been launched on the state portal http://www.e.gov.kw

Speaking to KUNA on this occasion, the minister, who also doubles as chairman of the Central Agency for Information Technology, said the service, which would be also made available on the website of the Ministry of Communication, would allow citizens and residents to foot their phone bills online at anytime.

"It is part of the e-government strategy aiming to revamp governmental services as per the cabinet's directives to use and apply information technology in order to simplify and improve governmental procedures," he said.

He hailed the move as a quantum shift that could contribute to protecting state funds by means of collecting them in an accurate and swift manner thanks to cooperation between the governmental sector - represented by the ministries of communication and finance and the central agency - and the private sector - represented by the Knet company.

Furthermore, the government has started to take executive procedures to set up e-government malls in Jahra and Ahmadi governorates in order to provide citizens and residents easier online services, thus saving more time and effort, he added.

உன்னைப் போல் ஒருவன் என்று படத்தின் தலைப்பு சொல்கிறது. பார்வையாளனான என்னைப் பார்த்து உன்னைப்போல் ஒருவன் என்று சொல்வதாகத்தான் பெரும்பாலும் அர்த்தப் படுத்திக் கொள்கிறோம். அது சரியான அர்த்தம் தானா? படத்தில் பெயர் இல்லாத நாயகனே, என்னைப் போல் ஒருவனா நீ?! நான் மனசாட்சியின் குரலுக்கு எப்போதும் செவி கொடுக்கிற ஒரு நடுத்தர வகுப்பு மனிதன்.

என்னால் பிறருக்கு வலியும், பிறரால் எனக்கு வலியும் ஏற்படக்கூடாது என்று விரும்பும் சாதாரண மனிதன். ஜாதி, மதம், மொழி, இனம் அடிப்படையில் மனிதரை மனிதர் உயர்வு தாழ்வு பார்க்கக் கூடாது என்று விரும்பும் ஒருவன். குற்றம் சாட்டப்பட்ட எவரும் முறையாக விசாரிக்கப்பட்டு சட்டத்தின் கீழ் தண்டிக்கப்பட வேண்டும் என்றே விரும்புகிறவன். கொலைக் குற்றவாளிக்குக் கூட அதிகபட்சமாக ஆயுள் தண்டனையே தரப்படலாமே தவிர, மரண தண்டனை கூடாது என்று நினைக்கிறவன்.

சட்டத்தை என் கையில் எடுத்துக் கொள்ள ஆசைப்படாதவன். நீ என்னைப் போல் ஒருவனா? நிச்சயம் இல்லை. எனக்கு எல்லா தீவிரவாதமும் அருவருப்பானது. நீ இஸ்லாமிய தீவிரவாதத்தை மட்டுமே தேர்ந்தெடுத்து எதிர்க்கிறாய். மேலவளவில் மக்களால் தேர்ந்தெடுக்கப்பட்ட தலித் தலைவர் முருகேசனைக் கொன்றவர்களும், தருமபுரியில் அப்பாவியான கல்லூரி மாணவிகளை பேரூந்திலேயே வைத்து எரித்தவர்களும், மதுரையில் பத்திரிகை அலுவலகத்தை தாக்கி அப்பாவி ஊழியர்களைக் கொன்றவர்களும் இது போன்ற எண்ணற்ற தீவிரவாத செயல்களில் ஈடுபட்டவர்கள் பலரும் தமிழகச் சிறையில் தான் இருக்கிறார்கள்.

அவர்களை விசாரணை இல்லாமல் கொல்ல வேண்டும் என்ற கோபம் உனக்கு வரவில்லை. இஸ்லாமிய தீவிரவாதிகளையும் அவர்களுக்கு உதவி செய்ததால் ஹிந்து வெடிமருந்து வியாபாரியையும் கொல்லப் புறப்படுகிறாய்.

உனக்கு ஆர்.டி.எக்ஸ் வெடிமருந்து விற்றவன் மட்டும் மகாத்மா காந்தியா? அவனை ஏன் கொல்லாமல் விட்டிருக்கிறாய்? அவனிடம் ஆர்.டி.எக்ஸ் தொடர்ந்து வாங்கியவர்கள் / வாங்குகிறவர்கள் எல்லோரும் உன்னைப்போல தீவிரவாத எதிர்ப்பாளர்களா என்ன? இஸ்லாமிய தீவிரவாதிகளை போலீஸ் பிடித்தால் உடனே சுட்டுக் கொன்றுவிட வேண்டும் என்று சொல்லுகிற இந்து தீவிரவாதத்தின் குரலாகவே நீ பேசுகிறாய்.

அப்படிச் செய்யாமல் போலீஸ் இருப்பதில் எரிச்சலடைந்து மிரட்டல் வேலையில் ஈடுபடுகிறாய். எந்த மதத்து தீவிரவாதியான இருந்தாலும் சரி, அவர்களை விசாரிக்காமல் சுட்டுக்கொன்றுவிட வேண்டும் என்று நினைக்கிறவர்கள் சார்பாக புறப்பட்டு வந்தவனும் அல்ல நீ. அப்படி நினைக்கிறவர்கள் கருத்தை ஏற்பதாக இருந்தால், மசூதியை இடித்து மதக்கலவரங்களை உற்பத்தி செய்த அத்வானியையும் அரசு இயந்திரத்தின் உதவியோடு முஸ்லிம்களை கும்பல் கும்பலாகக் கொல்ல ஏற்பாடு செய்த மோடியையும் சுட்டுக் கொல்ல நீ புறப்பட்டிருப்பாய்.

ஆனால் உனக்கு செலக்டிவ் அம்னீஷியா இருக்கிறது. நீ என்னைப்போல் ஒருவன் அல்லவே அல்ல. நான், குற்றம் சாட்டப்படுவர் மோடியானாலும், முகமது ஆனாலும் சரி முறையான நீதி விசாரணைக்கு உட்படுத்தப்படவேண்டும் என்றே வலியுறுத்தும் சாமான்யன்.

உன்னைப் போல் ஒருவன் என்று நீ சொல்வது என்னையல்ல என்றால், யாரைப் பார்த்து அப்படிச் சொல்லியிருக்கிறாய்? படத்தில் இன்னொரு நாயகனாக வருகிற காவல் அதிகாரியைப் பார்த்துத்தான்.

அதுதான் அசல் அர்த்தம். நாங்கள் தான் எங்களைச் சொன்னதாக தப்பாக எடுத்துக்கொண்டிருக்கிறோம். அந்தக் காவல் அதிகாரி யார்? முதலமைச்சர், தலைமைச் செயலாளர் எல்லோரும் முழு அதிகாரத்தைத் தன்னிடம் கொடுத்தால் தான் பிரச்னையைத் தீர்க்க முடியும் என்று மிரட்டுபவர் அவர்.

முழு அதிகாரமும் போலீஸிடம் இருந்தால் தான் விசாரணையில்லாமல் சுட்டுக் கொல்ல முடியும் அல்லவா? அவர் கருத்தும் உன் கருத்தே தான். கடைசியில் நீ கேட்டபடி அந்தத் தீவிரவாதிகளை ஒப்படைக்கிறார். மூன்று பேர் ஜீப் குண்டில் செத்ததும் நீ அவர் ஆள்தான் என்பது அவருக்குத் தெரிந்துவிடுகிறது.

நீ எந்த இடத்திலும் குண்டு வைக்கவில்லை அது வெற்று மிரட்டல் தான் என்று பின்னர் போனில் சொல்லும்போது அது தனக்கு முன்பே தெரியும் என்கிறார்.

அப்படி தெரியுமென்றால், நான்காவது தீவிரவாதியை சுட்டுக்கொல்லும்படி அவர் சொல்லியிருக்கத் தேவையே இல்லையே. உன் மிரட்டலை சாக்காக வைத்து அவர் அந்தத் தீவிரவாதிகளை விசாரணையில்லாமல் கொல்லும் தன் விருப்பத்தை நிறைவேற்றிக் கொள்கிறார் என்பது தான் உண்மை.

கடைசியில் நீ இருக்கும் இடத்தையும், உன்னையும் கண்டுபிடித்த பிறகு உன்னை சுட்டுக் கொல்லாமல் கைகுலுக்கி வழியனுப்பி வைக்கிறார். ஏன்? நீ அவரைப்போல் ஒருவன் என்பதனால்தான். காவல் துறை என்கவுன்ட்டர் என்ற பெயரில் விசாரணையில்லாமல் தான் கொல்ல விரும்புபவர்களைக் கொல்லும் வசதிக்காக, உன்னைப் போன்றவர்களை மறைமுகமாக ஆதரிக்கும் என்பதுதான் உன்படத்திலிருந்து எனக்குக் கிடைக்கும் முக்கியச் செய்தி. நீ நிச்சயம் என்னைப் போல் ஒருவன் அல்ல. நான் நிச்சயம் உன்னைப்போல் ஒருவனாக இருக்க விரும்பவே மாட்டேன்.

Deadline for visa 20 to 18 transfer extended

The Ministry of Social Affairs and Labor has extended the deadline for domestic workers to transfer their visa to Article 18 provided it is under the same sponsor or first-degree relatives of the current sponsor, until Jan 15, 2010, reports Al-Shahid daily quoting sources. Clarifying the ministry had earlier set an Oct 15 deadline, sources said the ministry extended the deadline in line with its commitment to ease procedures for expatriates and improve their work condition. In another development, Al-Watan Arabic daily reported that the labor departments in the six governorates have started issuing work permits to correct the status of about 18,000 expatriate workers whose names have been deleted from the system.

Sources confirmed the departments have also started implementing a decision allowing expatriate workers, who were hired from abroad on Article 18 visa, to transfer to another sponsor without obtaining approval from the current sponsor as long as they spent three years with the latter. However, some departments have suspended the processing of such applications as the concerned workers have not settled disputes with their current sponsors or a decision has been issued for their repatriation. Sources said the suspension is aimed at giving the concerned authorities enough time to address these issues.

Moreover, sources disclosed the Labor Sector is studying a number of important decisions, which will be referred to Minister Dr Mohammad Al-Afasi soon, reports Al-Qabas daily.
After extensive meetings with the Government Manpower Restructuring Program (GMRP) and Civil Service Commission (CSC), sources said the ministry decided to exempt companies, wholly owned by the government, from the national worker percentage rule, on condition that the Cabinet will not issue new decisions in this regard later.

In a memo forwarded to the Cabinet recently, the ministry stated these companies are also exempted from regulations on the transfer of salaries and allowances to the bank accounts of employees. Sources added the ministry will soon issue several decisions in the interest of the expatriate workers to pave the way for developing the local labor sector in accordance with the directives of Al-Afasi.

A great loss

Humble beginning, great living, sudden end and that sums up the life of Mr S A Abdul Malik, a distinguished alumnus of Jamal Mohamed College, Trichirappalli, India.

With ordinary beginnings from a small village Rajaghiri of Thanjavur District to become one of the elite members of the NRI of the Kingdom of Saudi Arabia, his life is an example of optimism, hope and inspiration for everyone.

His journey started rolling from our very own Jamal Mohamed College. From a student of Economics of 1974 batch to a Member of the Higher Board of the International Indian Schools, Kingdom of Saudi Arabia, his journey is truly inspiring. Selection into the Higher Board of the International Indian Schools, Saudi Arabia is truly the highest position and honor an Indian expatriate can hold on social front.

Beginning his career as a Manager, National Economic Forum, Chennai in 1974, as one of its sub-editors, he traveled widely across the country and contributed vital articles on various economic issues. Things took a turn in 1978, when his maiden overseas venture fetched him the post of Manager Publications – Saudi Advertising, Jeddah.

Later, he became a part of the award winning team of Sarawat Designers & Printers, Jeddah – the largest and reputed printing house in the Kingdom, as a Marketing Manager in 1986.

He had an extremely busy social life. He was the Founder President - Jeddah Tamil Sangam, Founder President - Indian Pilgrims Welfare Forum, Jeddah, Founder Patron - Gulf Residents of Indian Tamils, Patron - JMC Alumni Jeddah Chapter, Advisor - Jamal Mohamed Institute of Management, Member – Muslim Tamil Writers Association of Tamilnadu. One thing that’s clearly obvious is Election or Selection - Mr. Malik was the unanimous choice.

Besides his professional and social stint, he has published more than 70 stories in leading Tamil Dailies and Weeklies on communal harmony, social and family issues. Apart from writing articles on different subjects, he has also published three volumes of his short stories. Four students chose his stories for research for their Ph.D., M.Phil and M.A. Degree programs.

His love and respect to his teachers and affection and attachment to his Alma Mater are to be emulated by every student. He never misses a visit to the college and a meet with his teachers and an interaction with students whenever he is on vacation. His contribution towards the growth and development of the college is immeasurable. His hospitality to the visitors to Jeddah in general and to the holy pilgrims in particular is well known and unparalleled.

When everything appeared to be normal, Mr Malik breathed his last at Sulaiman Fakeeh Hospital in Jeddah on Saturday the 10th October 2009 evening leaving behind his wife, two sons and scores of his friends and relatives in a state of great loss and shock. It is very hard to believe that he is no more with us.

The Management, Principal, Staff and Students past and present of JMC condole the demise of Mr Abdul Malik and pay their heartfelt homage to the departed soul.

Ambassador’s letter to the Indian Community in Kuwait

Dear Member of the Indian Community in Kuwait ,

In continuation of my letter of May 26, 2009, I provide an update on consular, welfare, and other initiatives that have since been undertaken by the Embassy.

Consular and passport issues:

On May 27, 2009, two new Indian Passport and Visa Service Centres were opened in Kuwait . Some of you helped publicise the change in a number of Indian languages, and I thank you for doing so. Issues that inevitably accompany such a fundamental transformation were reasonably quickly put behind us. Since late June 2009 we have maintained a turn-around delivery time of 3-4 working days after a passport/consular service application is made at the Service Centre. Our attestation service at the Embassy envisages return delivery normally within 45 minutes of submission of a document.

In July 2009, the online registration form for Indian citizens on the Embassy website was upgraded to provide a confirmation when a completed registration form has been properly received.

This week a “Consular Open House” procedure has been started at the Embassy from 1000 hrs to 1100 hrs and 1430 hrs to 1530 hrs on all working days. By it, the Consular Head or a senior Consular official would be available in the Embassy Consular Room and can be met without prior appointment to discuss any consular matter.

In response to queries, kindly note that in case of demise of an Indian national in Kuwait, if the mortal remains have to be sent back to India for burial then the Embassy will, upon request, bear the full air transportation costs and all incidental expenditures associated with doing so in all deserving/needy cases.

Welfare and Labour issues:

While the approximately 580,000 strong Indian community is present in most segments of society in Kuwait , our initial thrust has been directed at addressing the welfare concerns of our workers, especially the 225,000 Indians who work in Kuwait under Visa No. 20. Of them roughly 150,000 are male domestic workers while about 75,000 are female domestic workers.

24 by 7 toll free phone helpline for Indian domestic workers (Visa No. 20): This helpline inaugurated on 9 August 2009 has systematized and enhanced our availability to an Indian domestic worker in distress. Earlier, the response outside office hours depended on whether the person receiving the call had appropriate linguistic abilities and knew how to properly log down a concern and respond to it. Now, telephone number 25674163 is accessible toll free from anywhere in Kuwait, functions round the clock through a multiple–line call-center, and provides us with a computerised print-out of incoming call details so that the calls can be tracked back to their source. More importantly, it is staffed by persons who can respond in Hindi, Malayalam, Tamil, Telugu, Arabic and English. The helpline number is prominently front-paged on all job contracts of Indian domestic workers attested by the Embassy. As a result, new workers arriving here know, prior to their arrival, that if there is a problem someone is constantly available to them.

Grievance redressal and support system: We have considerably strengthened our grievance redressal and support system mechanism in 2009 and can now reasonably promptly and effectively address grievances of Indian domestic workers (Visa No. 20) and project workers (Visa No. 18) in Kuwait .

Since early this year Indian domestic workers in distress are being accommodated and looked after by the Embassy under a new arrangement, while their grievances are being addressed. On arrival, they are given a kit containing new clothes, all toiletries, and other essentials. They are also provided with bunk beds with full bedding, regular nutritious meals, and all basic amenities while they are with us. To keep them in reasonably good cheer, the common areas have a TV, with access to Indian cable channels, as well as a small music system with Indian music CDs. In case of repatriation of a domestic worker, an air ticket from Kuwait to the Indian airport nearest to their home plus sufficient cash to travel from that airport to their home town/village and pay for incidentals, is also routinely being provided by the Embassy.

We now also have the wherewithal in place to more effectively address the concerns of our domestic workers and have made solid headway in doing so. The rate of resolution of grievances has improved substantially, compared to a year ago. As a result, the number of domestic workers in distress lodged with us at any given moment has declined quite significantly. Nevertheless, an important residual concern remains. A majority of those currently in distress are coming here without Embassy attested work contracts. We have alerted the authorities in India to spread the word that Indian domestic workers coming to Kuwait should only do so with work contracts attested by this Embassy and I would request you to also kindly do so.

Blacklisting: Where the rights of any Indian worker are violated, the Embassy has been debarring the concerned individual/company from undertaking further hires from India . Additionally, since June 2009, we have also been debarring all violators of the rights of any Indian national from availing of consular/passport/ visa services to visit India . Furthermore, where Indian workers are concerned, details of such violators are also being shared with others. In addition, other measures are being taken as relevant to each particular case.

Help Desk: Since 9 August 2009, a “Help Desk” service has been started at the Embassy, which offers guidance to Indian nationals on routine immigration, employment, and other issues.

Insurance cover: Since mid-February 2009, sponsors recruiting an Indian national for Kuwait for jobs in the domestic sector [as housemaids, houseboys, cooks and drivers] are also compulsorily required by the Embassy to take a two year insurance policy in the name of the worker from one of two designated insurance companies in Kuwait. Benefits of the latter scheme were attached to my last letter. This is in addition to the automatic 2-3 year coverage under Pravasi Bharati Bima Yojana for all unskilled Indian workers in ECR category coming to Kuwait with proper work contracts.

Legal Advice Clinic: This Clinic has been revamped this week. A new Kuwaiti lawyer has joined, new equipment has been installed, and it is now open four times a week, rather than twice a week. Further steps to improve its functioning are also in the pipeline.

Indian Workers Welfare Center : The welfare measures offered by this Embassy have been consolidated into an “ Indian Workers Welfare Center ” located in the Embassy. Its timings and welfare service details are annexed.

Attestation of domestic sector work contracts: Since mid-February 2009, domestic sector work contracts are being submitted exclusively to Kuwait Union of Domestic Labour Offices (KUDLO), accompanied by an insurance policy in favour of the worker from the designated insurance companies. The Embassy does the attestation, with documents returned via KUDLO.

Attestation of private sector work contracts: This has been systematized in early September 2009 and our response has been made time-bound. The time required by us for completing the attestation procedure has now been fixed at 3 working days from the date of submission of documents complete in all respects. If documents submitted are incomplete, a communication regarding the shortcomings will be sent by the Labour Wing of the Embassy to the applicant within 3 working days of receipt of the application.

Health support for the Indian community:

Under the patronage of the Kuwait Medical Association, the Indian Doctors Forum [IDF], Kuwait , annually conducts 5-6 free health screening and awareness camps for Indian workers in Kuwait . The Indian doctors, paramedics and nurses, who volunteer their time on a holiday deserve our gratitude for doing so, as do the associations that back-stop such camps. I also thank our doctors for the "School Health Program 2009" that they are conducting in Indian schools in Kuwait . The free medical advice facility offered by IDF doctors too deserves appreciation. If you have an unresolved health query, you can use the "Ask a Doctor" facility and get a free opinion from an Indian medical specialist. I also compliment IDF for supporting Breast Cancer Awareness month, through October, by disseminating the campaign message within our community in Kuwait .

India tourism promotion in Kuwait :

India participated in the “Travel World Expo” held in Kuwait from May 26-30, 2009. The Embassy sent two journalists from local Arabic language newspapers to India from 21-28 June 2009, leading to expanded coverage of India in those newspapers. In early August 2009, we sent two more journalists to Kerala for a week, also resulting in good publicity. Hon’ble Mr. Sultan Ahmed, Union Minister of State for Tourism, led a travel trade delegation to Kuwait and addressed the Road Show organized here on 8 October 2009 for the Kuwaiti travel and tourism industry. It showcased new Indian tourism products, services and initiatives, while 25 members of the Indian Association of Tour Operators participated in the Buyer-Seller Meet that was held. The Road Show gave a special focus to health tourism, and in that context was addressed by Hon’ble Minister of Health of Kerala, Mrs. P.K. Sreemathi Teacher. A tourist bus-wrap with the “Incredible India!” display was also inaugurated.

Indian cultural promotion in Kuwait :

In cooperation with the Kuwaiti authorities and our Ministry of Culture, a mini Indian cultural festival is being organized in Kuwait in the second week of November 2009. Details would be publicized and shared once events/venues/ artistes are finalized. Separate Indian food and film festivals in Kuwait would follow.

Pravasi Bharatiya Divas 2010:

The next Pravasi Bharatiya Divas Convention will be held at Vigyan Bhawan, New Delhi , from 07-09 January 2010. Online registration is underway. Details are available at the Embassy website www.indembkwt. org and at http://pbdindia. org/ .

The Embassy of India provides the following services to Indian workers in Kuwait at its “ Indian Workers Welfare Center ”:

Help Desk: For guidance to Indian nationals on routine immigration, employment, legal, and other issues, etc. It also assists illiterate workers in filling up labour complaint forms.

(Open: 9 AM to 1 PM and 2 PM to 4.30 PM; Sunday to Thursday)

24 X 7 Helpline for Indian domestic workers (Visa No. 20): Accessible by toll free telephone No. 25674163 from all over Kuwait , it provides information and advice as regards their grievances, immigration and other matters.

Labour Complaints Desk: Registration of labour complaints and action thereon via contacting of sponsors and recruitment agencies, liaison with local authorities, police stations, deportation centers, etc., for resolution of grievances.

Accommodation and support system for domestic workers in distress: Separate accommodation for Indian female and male domestic workers in distress has been arranged, where food and other essentials are also provided.

Attestation of Work Contracts: It is mandatory for all work contracts for recruitment of manpower from India , to be attested by the Embassy of India Kuwait, as per the following procedures:

- Private Sector Workers (Visa No. 18): Work contracts, in prescribed format, are to be got attested by the Kuwait Chamber of Commerce & Industry and the Ministry of Foreign Affairs of the State of Kuwait. Thereafter the contracts are to be submitted to the Embassy of India for attestation. Prescribed format of work contract and other documentation may be obtained from the Embassy or downloaded from the Embassy website. Time required for attestation: Three working days from date of submission of documents complete in all respects. In case documents submitted are incomplete, a communication regarding the shortcomings will be sent to the company concerned within three working days.

- Domestic Sector Workers (Visa No. 20): Work contracts, in prescribed format, are to be submitted to the Kuwait Union of Domestic Labour Offices (KUDLO). TMCA - CONDOLENCE MEETING (Tribute to Marhoom S.A. Abdul Malik)

TMCA arranged a condolence meeting on Sunday, 11.10.2009 at Mann-o-Salwa Hotel, Kuwait City for Marhoom S.A. Abdul Malik, a community leader who passed away on 10.10.2009 at Jeddah, KSA. (Inna Lillahi Wa Inna Ilihi Rajioon…)

The meeting started @ 8:00 P.M with Quran recitation, Br. Almas Musthafa, (President, TMCA) presided over the meeting. Br.N.A.M. Abdul Aleem (General Secretary, TMCA) expressed his deep sadness for the sudden demise of a great scholar, Leader and Social activist of this century in our Community. He pointed out many services of Marhoom Abdul Malik during his speech, that he recalled the extraordinary abilities of Marhoom Abdul Malik that he was an extempore poet and well academician who contributed a lot for the education of our community and social harmony. Br. M. Muneer Ahmed (Dy. Secretary General) illustrated his great values and respects in locally and internationally, he exemplified the merits of higher recognition in the line of academic contributions and administrations in various phases in India and Kingdom of Saudi Arabia. He was a well diplomat and statesman of many dedicated organizations and NGOs regardless of cast and creed. Br. Muneer represented initially a Narration of Prophet Mohamed (PBUH) that "Recall the good qualities of the deceased ".

Br. Delhi Basha (Ex. President TMCA), Br. Jamal Jafar (Hon' Advisor – TMCA), Br. Kambali Basheer (Custodian Committee Member TMCA), Br. S.M. Arif Maricar (Treasurer – TMCA), Br. M.I. Sowkath Ali (Vice President – TMCA) Moulavi S.A. Nasar Rabbani (CC Member TMCA) and Vittukatti Masthan (Joint Secretary - TMCA), expressed their deep condolences with heavy heart and recalled many incidents of intimacy and behaviors of Marhoom Abdul Malik on their life. Executive Committee, Coordination Council Members, Custodians, Advisors and many VIPs had participated in this condolence meeting.

Meeting ended with Special prayer (Du'a) by Moulavi S.A. Nasar Sadik Rabbani.

29/06/2009 Office-bearers of TMCA (Br. AlMass Musthafa, President, Br. Zahiruddin, Founder and Guardian Council member and Br. Karaikal S.M. Arif Maricar, Treasurer) visited Jeddah Tamil Sangam on their invitation, had mutual inter-action, elaborate discussions – few copies of Mega Program 2009 and Umra Malar presented to them who appreciated our efforts to a noble cause. Mr. Abdul Malik, President and all other Executive members honored the visiting TMCA delegation with Dinner at Chennai Darbar Restaurant, Aziziya. TMCA Office-bearers extended their invitation to all Office-bearers presented there to visit Kuwait.

Holding a Postgraduate degree and Diploma in Business Management, Mr. S. A. Abdul Malik is an advertising specialist working in the Kingdom for the past 25 years. He is one of the pioneers in introducing directory concept locally and published trade and city guides.

While he was a student he was the first elected Students Union General Secretary and the Secretary of Tamil Association for three years. He published the First ever Students and Hostel Magazines.

He was the first elected committee member and acting Chairman of International Indian School, Jeddah and he currently holding a highly coveted position an Indian Expatriate can hold in Saudi Arabia - Member of the Higher Board, a higher level body to frame and facilitate the functioning of 10 Indian Schools affiliated by the Embassy of India rendering education for more than 50,000 Indian students in various parts of the Kingdom.

He founded Indian Pilgrims Welfare Forum, a Voluntary Social Organization having members from all Indian States and helps Indian Pilgrims in distress and need. He served as its Founding President for 5 years and it’s been recognized by the Govt. of India and enlisted as an NGO organization functioning abroad.

He also Founded Jeddah Tamil Sangam and remains as its President for more than 12 years. He has recently brought all the Tamil Associations functioning in different parts of the Kingdom under one single banner ‘Saudi Tamil Sangam’. He is the Patron of ‘Gulf Residents of Indian Tamils’ and ‘Jamal Mohamed College Alumni Association’. He is the member of the Advisory Board in Jamal Institute of Management in Triuchy.

He is a short story writer and over 70 of his stories have appeared in different dailies and magazines which were well received by readers and reviewed by all popular medias. He has brought out three volumes of short stories, ‘Thirai Vilagiapothu’, ‘Puyalgal Oivathillai’ and ‘Vidaiketra Villai’. Students have done thesis on his stories and received PhD, M. Phil and M.A degrees.

Venkatraman Ramakrishnan: from a physicist to a Nobel laureate in Chemistry

He may have migrated to the U.S. long back, but Indian-American Venkatraman Ramakrishnan today made a billion people back home proud by winning the Nobel Prize for Chemistry for his pioneering work on ribosome, a cellular machine that makes proteins.

57-year-old Dr. Ramakrishnan, born in the temple town of Chidambaram in Tamil Nadu in 1952, is the seventh Indian or of Indian origin to win the prestigious award.

Mr. Ramakrishnan earned his B.Sc. in Physics (1971) from Baroda University in Gujarat and later migrated to the U.S. to continue his studies where he later got settled and attained U.S. citizenship.

He earned his Ph.D in Physics from Ohio University in the U.S. and later worked as a graduate student at the University of California from 1976-78.

During his stint at the varsity, Dr. Ramakrishnan conducted a research with Dr. Mauricio Montal, a membrane biochemist and later designed his own two-year transition from physics to biology.

As a postdoctoral fellow at Yale University, he worked on a neutron-scattering map of the small ribosomal subunit of E Coli. He has been studying ribosome structure ever since.

Dr. Ramakrishnan, now a senior scientist at the MRC Laboratory of Molecular Biology in Cambridge, has authored several important papers in academic journals.

In the August 26, 2000 issue of Nature, Dr. Ramakrishnan and his co-workers published the structure of the small ribosomal subunit of Thermus thermophilus, a heat-stable bacterium related to one found in the Yellowstone hot springs.

With this 5.5 Angstrom-resolution structure, Dr. Ramakrishnan’s group identified key portions of the RNA and, using previously determined structures, positioned seven of the subunit’s proteins.

In the September 21, 2000 issue of Nature, Dr. Ramakrishnan published two papers. In the first of these, he presented the 3 Angstrom structure of the 30S ribosomal subunit.

His second paper revealed the structures of the 30S subunit in complex with three antibiotics that target different regions of the subunit. In this paper, Dr. Ramakrishnan discussed the structural basis for the action of each of these drugs.

After his postdoctoral fellowship, Dr. Ramakrishnan joined the staff of Brookhaven National Laboratory in ther US. There, he began his collaboration with Stephen White to clone the genes for several ribosomal proteins and determine their three-dimensional structures.

He was also awarded a Guggenheim fellowship during his tenure there, and he used it to make the transition to X-ray crystallography.

Dr. Ramakrishnan moved to the University of Utah in 1995 to become a professor in the Department of Biochemistry.

There, he initiated his studies on protein-RNA complexes and the entire 30S subunit.

He since moved to the MRC Laboratory of Molecular Biology in Cambridge, where he is a Senior Scientist and Group Leader in the Structural Studies Division. He joins the list of several Nobel laureates who worked at the laboratory.

2.மிக அதிகமாகச் சாப்பிடுவது

இது மூளையில் இருக்கும் ரத்த நாளங்கள் இறுகக் காரணமாகி, மூளையின் சக்தி குறைவுக்குக் காரணமாகும்.

3. புகை பிடித்தல்

மூளை சுருகவும், அல்ஸைமர்ஸ் வியாதி வருவதற்கும் காரணமாகிறது.

4.நிறைய சர்க்கரை சாப்பிடுதல்

நிறைய சர்க்கரை சாப்பிடுவது, புரோட்டின் நமது உடலில் சேர்வதைத் தடுக்கிறது. இதுவும்மூளை வளர்ச்சிக்கு பாதிப்பாகிறது.

5. மாசு நிறைந்த காற்று

மாசு நிறைந்த காற்றை சுவாசித்தல், நமக்குத் தேவையான ஆக்ஸிஜனை நாம் பெறுவதிலிருந்து தடை செய்கிறது. மூளைக்கு ஆக்ஸிஜன் செல்லாவிட்டால், மூளை பாதிப்படையும்.

6.தூக்கமின்மை

நல்ல தூக்கம் நம் மூளைக்கு ஓய்வு கொடுக்கும். வெகுகாலம் தேவையான அளவு தூங்காமலிருப்பது மூளைக்கு நீண்டகாலப் பாதிப்பை ஏற்படுத்தும்.

7. தலையை மூடிக்கொண்டு தூங்குவது

தலையை மூடிக்கொண்டு தூங்குவது, போர்வைக்குள் கரியமிலவாயு அதிகரிக்க வைக்கிறது. இது நீங்கள் சுவாசிக்கும் ஆக்ஸிஜனை குறைக்கிறது. குறைவான ஆக்ஸிஜன் மூளையைப் பாதிக்கிறது.

8.நோயுற்ற காலத்தில் மூளைக்கு வேலை கொடுப்பது

உடல் நோயுற்ற காலத்தில் மிக அதிகமாக மூளைக்கு வேலை கொடுப்பதும், தீவிரமாகப் படிப்பதும் மூளையைப் பாதிக்கும். உடல் சரியாக ஆனபின்னால், மூளைக்கு வேலை கொடுப்பதே சிறந்தது.

9.மூளைக்கு வேலை கொடுக்கும் சிந்தனைகளை மேற்கொள்ளாமல் இருப்பது

மூளையை அதிகமாக உபயோகப்படுத்தும் சிந்தனைகளை மேற்கொள்வதால், மூளையில் புதுப்புது இணைப்புகள் உருவாகின்றன. அதனால், மூளை வலிமையான உறுப்பாக ஆகிறது.

10. பேசாமல் இருப்பது.

அறிவுப்பூர்வமான உரையாடல்களை மேற்கொள்வது மூளையின் வலிமையை அதிகரிக்கிறது.

1. No Breakfast - People who do not take breakfast are going to have a lower blood sugar level. This leads to an insufficient supply of nutrients to the brain causing brain degeneration.

2. Over-eating - It causes hardening of the brain arteries, leading to a decrease in mental power.

3. Smoking - It causes multiple brain shrinkage and may lead to Alzheimers disease.

TMCA arranged an Eid Get-together on Monday 21st September 2009 (next day of Eid) at Rumaithia Garden from 9:00 A.M till 6:00 P.M.

Many Tamil Muslim families and bachelors (more than 300 individuals) had attended from all over Kuwait. Several committees have formed to achieve the event successfully. Many games (Running/ Relay/ Tug-of-war/ Musical Chair/ Lemon Spoon Walk and etc.,) have conducted separately for children, men and women for enjoyment and pleasures. The Islamic Quiz competition was conducted by religious wing for men and women separately to make the Islamic knowledge awareness around 100 questions were raised and around 90 individuals (men/women) had participated.

Special Lunch meal (Biriyani) was served to all the participants by the appointed committee by collecting the entry coupons. Refreshments and beverage were served as well. Valuable Prizes were distributed for all the winners of the Quiz Competition and sport games.

The members of the special committees, EC and CC members had taken more efforts for the successful Eid Get-together (Eid Milan). Al-Yasra Food Co and McDonalds were the sponsors of this Event.
